M+J Builders engaged TESS Search Partners to appoint a Project Manager to support the delivery of complex Defence infrastructure projects across the Northern Territory. The role required a leader capable of managing project programmes, subcontractors, budgets, stakeholder relationships and compliance requirements while ensuring successful project outcomes in highly regulated environments.
This was a targeted search focused on identifying a candidate with strong Defence construction experience, commercial awareness and the ability to lead projects from planning through to delivery. M+J Builders needed someone who could balance hands-on project execution with stakeholder management, quality assurance and WHS compliance.
Joel Mortlock emerged as a standout candidate. With experience delivering Defence and infrastructure projects valued up to $30 million, Joel brought a strong background in project coordination, programme management, contractor leadership and stakeholder engagement. His experience leading major United States Force Posture Initiative (USFPI) projects included managing complex construction activities, coordinating multidisciplinary teams and delivering critical Defence infrastructure upgrades within live operational environments.
Holding a Diploma of Project Management, a Negative Vetting Level 1 Defence Security Clearance and previous Australian Army service, Joel offered a unique combination of project leadership, Defence knowledge and construction expertise. Since joining M+J Builders, he has strengthened project delivery through disciplined programme management, effective stakeholder engagement and a strong focus on safety, quality and performance.
